CARE Program Specialist

Position Description:
The CARE Program Specialist provides intervention services to support the healing of families, individuals, and children that have experienced domestic violence, sexual assault, and the aftermath of such victimizations, including human trafficking and youth homelessness. These services may include but are not limited to crisis intervention; support services, including peer counseling, educational classes, support groups, and case management; and after-care services. Work directly with Program Managers or Coordinators to ensure effective interventions for client cases and/or to address obstacles and barriers clients may be facing. CARE Program Specialists will also provide a range of clerical and administrative duties which include but are not limited to covering the reception area, greeting office visitors, handling incoming communications, managing files, updating paperwork and other documents, perform other general office and clerical duties. CARE Program Specialists may focus on one area of responsibility, based on community and program needs and contract/funding source requirements.
Duties/Responsibilities:
Direct Services – Provide quality, trauma-informed advocacy to support the following client needs:
- Crisis/Advocacy: Services may include crisis intervention via incoming 24-hour helpline calls or walk-ins to the business office; assistance with temporary restraining orders, accompanying clients to access other community resources, court accompaniment, etc.
- Peer counseling: Services include psychoeducation and intervention in a one-to-one setting, to meet client needs; services may occur in-person, via telephone or teleconferencing; etc.
- Group/Class Facilitation: Services include psychoeducation and intervention in a group setting to meet client needs; service delivery varies depending upon both client and program/contract needs.
- Respond to victims of sexual assault at emergency medical facilities and detention facilities to act as a liaison between victims, hospital/CAC staff, and law enforcement personnel.
- Be readily available during assigned on-call hours to respond immediately to victims and response team personnel within 30 minutes of dispatch time.
- Maintain a network of communication, collaboration, and cooperation between medical treatment facilities, law enforcement agencies, Victim Witness, etc.
- Reinforce policy and procedures with staff and clients; handle challenging client situations; and other related tasks.
- Participate in and attend regular on-going trainings.
- Initiate and/or maintain communication with community partners, as needed and directed by Program Coordinator or other leadership members.
- Use conflict resolution and de-escalation skills as necessary to maintain a healthy and neutral environment.
- Connect clients to services within PREVAIL and outside resources as appropriate.
- Community Engagement: Represent the agency at internal and external events including, but not limited to, program partnerships, funder/contract reporting meetings, multi-disciplinary team meetings, etc.; may provide educational presentations to a variety of community-based organizations and/or partners.
Administrative
- Execute comprehensive and detailed documentation, and performs other administrative tasks, as necessary, to support both program operations and role responsibilities.
- Receive and maintain the organization of client referrals, clients from other departments or partner agencies and disseminate, as appropriate.
- Develop and manage the office files and records. This includes monitoring files being pulled/returned by program and administrative staff and overseeing the storage and/or destruction of files per agency policy.
- Copying, scanning, faxing and typing documents and letters as requested.
- Responsible for data entry as assigned.
- Organize and maintain office common areas including, but not limited to, monitoring the level of supplies for the front office, breakroom and reception area. Ensure a neat and clean front office area, maintaining files, and managing calendars.
- Monitor incoming faxes and mail and distribute them to appropriate person, compile outgoing mail and involve messengers for mail distribution to external agencies.
- Ensure effective day-to-day program and service operations, including, but not limited to, implementation of protocols, policies, procedures, and evaluations.
Required Skills/Abilities:
- Must support PREVAIL’s mission and be dedicated to eliminating domestic violence, sexual assault, human trafficking, and youth homelessness, in addition to supporting the fundamental values of both feminism and the social work profession, including the worth, dignity, and uniqueness of all persons as well as their rights and opportunities.
- Successful completion of Victim Assistance Training (within six months of hire).
- Fingerprint clearance is required.
- Experience in working with children, adolescents and families/adults.
- Reliability and consistency with attendance and punctuality.
- Ability to work effectively with individuals from diverse backgrounds and cultures, and awareness of and sensitivity to the cultures represented in San Joaquin County.
- Ability to productively work both autonomously and as a team member.

Education and Experience:
- High School Diploma/GED
- Associate degree in a related field preferred.
- One year of full-time experience, or its equivalent. Experience shall be verified as having been performed as a paid or volunteer staff person whose duties required direct supervision.
- Reliable transportation, valid California Driver’s License, and proof of insurance.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift to 50 pounds at times.
- Must be able to ascend and descend up to three flights of stairs throughout a typical workday.
