From Garage Sale to Game-Changer: PREVAIL's 50-Year Journey

This year, PREVAIL marks a milestone that belongs to all of San Joaquin County. For five decades, we have served as a sanctuary for the weary, a voice for the silenced, and a bridge to a better life. Our story is one of radical transformation—from a passionate grassroots movement into the region’s primary provider of crisis services.

Two Lineages, One Unwavering Mission

To understand PREVAIL today, you have to look back at two distinct paths that eventually became one. Our agency’s roots in community care actually began in 1969 with the establishment of Family and Youth Services (FAYS). For over 55 years, this lineage has been a lifeline for homeless and runaway youth, proving that when we invest in a young person’s safety, we change the trajectory of their life forever.

However, 2026 holds a specific, historic significance: it marks 50 years of dedicated service to survivors of family violence.

1976: The Power of $275 and a Dream

Our advocacy for survivors was born on March 1, 1976. In an era when safe spaces for women in crisis were virtually non-existent, eight visionary women in Stockton refused to wait for permission to help. They pooled their determination and raised their first funds—exactly $275—through a simple neighborhood garage sale.

With that modest sum, they founded the Women's Center of Stockton inside the First Congregational Church. It was an all-volunteer operation fueled by a singular, urgent mission: to provide women and children with a way out of violence. At the time, the Tracy Press described it as "a new source of energy... where the action never seems to quit." That energy remains our fuel today.

An Evolution of Sanctuary

The need for help has always been greater than city limits. As our mission grew, our physical presence followed:

  • 1979: We expanded to become The Women's Center of San Joaquin County, bringing specialized advocacy to the entire region.
  • 1982: We opened DAWN House, our first domestic violence shelter. It was a revolutionary step at a time when only about 100 such shelters existed in the entire country.
  • 1991: On the other side of our family tree, FAYS opened Safe House, an emergency haven for youth fleeing neglect and exploitation.
  • 2012: These two powerful legacies merged, combining our expertise in youth homelessness and domestic violence to create a unified, professional front against trauma.

PREVAIL Today: Breaking Cycles, Building Futures

In 2023, we embraced the name PREVAIL. It is more than a title; it is our promise to Pioneer Restoration and Elevate Voices of Advocacy, Idealism, and Leadership.

Today, we serve more than 20,000 individuals annually. Our impact is felt across 11 program sites, from our Human Trafficking Task Force to clinical therapy and restorative justice programs. We don't just provide a bed for the night; we provide the wraparound tools—like job training and substance use support—necessary to break intergenerational cycles of violence for good.

This historic year will culminate in a spectacular Gala on Friday, October 23, 2026. We invite you to join us as we celebrate five decades of community resilience and officially launch the next fifty years of PREVAIL. Because of you, hope doesn't just survive in San Joaquin County—it prevails.
